This paper examines the work of local activists, service providers, city officials, and legal actors who contributed to the creation, contestation, and eventual repeal of the law. Based on archival research and 25 in-depth interviews, this paper develops a picture of how a homeless shelter policy was made to fail. But the law, which emerged during one of the city’s most politically progressive periods, was overturned within a few short years by the local legislature, and a voter referendum failed to reinstate it.
The city was one of the first jurisdictions in the world to legislate a right to shelter and, to this day, the only one to do so by popular initiative. approved an initiative to guarantee every resident who needed it access to overnight shelter for every night of the year.
